How a launch list gets written
A company launches where the language is already supported, the legal position is understood, payment works, and support can be staffed. Those 4 produce a familiar list that has little to do with demand and a lot to do with the cost of being wrong.
Watching a service arrive everywhere else first feels arbitrary. The order is quite predictable once you know what is being optimised, and demand is not it.
Language comes first
A product in one language launches where that language works. Translation is not just the interface: it is support, terms, moderation and the model's own quality in that language. The last of those is the expensive part and it is invisible from outside.
Legal familiarity beats market size
A company already operating under one legal framework adds another country in the same framework cheaply. A large market with unfamiliar rules costs more to enter than a small market with familiar rules, which is why launch lists cluster by jurisdiction rather than by population.
Payment and support have to exist
Even a free product usually needs a payment path eventually and a support channel immediately. Countries where neither is straightforward move down the list regardless of how many people are asking.
The cost of being wrong
Every new country adds exposure: a complaint, a regulator, a case. Companies expand where the downside is understood. This is the factor least discussed publicly and the factor that best predicts the order.

Does demand ever change the order?
At the margin, and measured as traffic rather than requests. A country with heavy unofficial use moves up because the number is visible.
Why do small services cover fewer countries?
Each country has a fixed cost that a small service pays the same as a large service. The fixed cost is what excludes them.
Is a service without a country list unusual?
Less unusual than it sounds. A service with no account and no payment has much less to arrange per country, which changes the calculation entirely.
