How an institutional filter works
A school or employer runs a filter between every device and the internet, matching addresses against category lists. AI chat became a category in its own right recently. The filter sits outside every website, so no setting on any site can reach it.
This is the one kind of block that no service can do anything about, and it is worth explaining plainly rather than leaving people to try settings that cannot work.
It sits between you and everything
Traffic from the network passes through a device that checks each destination against lists bought from a vendor. The lists carry categories, and an administrator picks which categories to allow. Nothing about a particular site changes what the list says about its category.
AI chat is now its own category
Vendors added it as a distinct category, which is why services get blocked in bulk rather than individually. A new service is often blocked before anybody at the school has heard of it, simply because the vendor classified it.
What the filter can and cannot see
On a managed device it can often see the full address and the content. On a personal device using the network it usually sees the destination and not the contents. Either way it sees enough to decide, because the destination is what the decision uses.
Why the site cannot help
The site is never contacted. There is no request to answer, no setting that applies and no support ticket that helps. Any page claiming to get you past this is describing a proxy service, which is a different product with its own risks, and on a managed device usually a policy violation as well.

Does mobile data avoid it?
On a personal device, usually yes, because the traffic no longer passes through the network. On a managed device the policy can follow the device.
Can I ask for a site to be unblocked?
Administrators do handle requests, and category-level policy is usually easier to change than a single entry.
Is being blocked a sign the site is unsafe?
No. Category filters block by type, so an entire category is treated the same regardless of what any individual site does.
